APS usually hyphenates the two last names together, but not always
(they are quite inconsistent on this). Using a middle name wouldn't
work. Latin American students have first names, middle names, and two
last names.

What APS does isn't really the point, though, since they are using US
assumptions about what a name is that would not apply in Latin America
(or Spain). SchoolTool aims to be international, yes?
