Well, I may have fixed it. I added:
\or% \equal{\csname type@b@\@citeb\endcsname}{article}
to the \ifthenelse statement at line 298 of sblref.sty. It seems to have cleared-up the problem without any [obvious] adverse side affects.
I was also wondering if it could have something to do with the inside/outside quote options. I've never messed with them.
