APT installs recommends by default and bluez-cups is a recommends of bluetooth and that is the dependency of bluez-utils, which is only a transitional package.
If you don't want to install recommended packages you can do so like this:
apt-get install --no-install-recommends bluez-utils
As this is not a bug, but expected behavior (even though apparently not desirable), I'm marking this bug as invalid.
