Bug Description
When I attempted to apt-get install bluez-utils, I was offered a total of 81 newly installed packages, for 28.8MB download, and 76.6MB installed. Most of them appear to be cups-related, but certainly nothing I'd recognize as a necessary dependency.
The following NEW packages will be installed:

APT installs recommends by default and bluez-cups is a recommends of bluetooth and that is the dependency of bluez-utils, which is only a transitional package.
If you don't want to install recommended packages you can do so like this: recommends bluez-utils
apt-get install --no-install-
As this is not a bug, but expected behavior (even though apparently not desirable), I'm marking this bug as invalid.
