Unfortunately in the repository are no packages for percona-server-server (and other percona-server-*), so it is not possible to install natively Percona Server on Debian "stretch".

Please check:
- https://repo.percona.com/apt/dists/stretch/main/binary-amd64/Packages
- https://repo.percona.com/apt/dists/jessie/main/binary-amd64/Packages
