@Bogdan, this is rather related to this bug => https://bugs.launchpad.net/oslo.log/+bug/1399088
The problem is that the Syslog handler is instantiated after the formatters are applied. This is fixed is oslo.log but not in the incubator (and may never be fixed, see https://review.openstack.org/#/c/151157/).
