Default logging formats were changed in Juno

Bug Description

The default logging formats should be a backwards compatible and should not change in the next releases, if possible.

But In Juno compared to IceHouse defaults, the services report their logs in another way.
IceHouse example:
2014-12-12 11:00:30.003 14349 INFO neutron.common.config [-] Logging enabled!
Juno example:
Loading app ec2 from /etc/nova/api-paste.ini

The problem is that the Syslog handler is instantiated after the formatters are applied. This is fixed is oslo.log but not in the incubator (and may never be fixed, see https://review.openstack.org/#/c/151157/).
