+1 to Mark's statement. That is the advice that I have followed from before joining Red Hat, as well.
There may be top level documentation that warrants a change if it's referring to the copyright of OpenStack itself and not the documentation. There's probably a lot of code that could have the date updated, too, but I don't think it should be a giant widespread search and replace.
