Mention the need to install Ubuntu's Cloud Archive keyring

Bug Description

http://docs.openstack.org/trunk/openstack-compute/install/apt/content/assumptions.html fails to mention that before you can use the Cloud Archive you need to install the keyring via:

sudo apt-get install ubuntu-cloud-keyring
