First of all, i still don't get it, how you can do video editing on a netbook, but, that's none of my business ;)
I updated the mockups to get something that all of you is fine with!
It seems that we need to have two different interfaces:
One for big screens, where you can have all thinks open, like the first mockup and one for small screens, like the second. I updated both and added a "tab" button beside the effects and transitions buttons to go back to the roots and show the tabs.
So now you have the choice what you want to see. In my opinion the unused space on the right side of the menubar is a good place for those three buttons.
Furthermore I added a timecode to the preview video and cut off the rounded borders for the clips in the timeline like suggest by benjy.a
