I also agreed with james that "the BIC code is still required when using an IBAN" and I have carefully read the http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//TEXT+TA+P7-TA-2012-0037+0+DOC+XML+V0//EN&language=EN#BKMD-9 's section 8 and which says that "BIC is required only in a very small, residual number of cases. It seems unjustified and excessively burdensome to oblige all payers and payees throughout the Union always to provide BIC in addition to IBAN for the small number of cases where this is currently necessary."

So we can not consider this issue as a generic way, and yes offcourse you can dropped for account_banking module.

That's why I am closing this issue.
