[6.1, base_iban] BIC is not legally required anymore, constraint should be dropped

Hi,

The account_iban module in OpenERP 6.1 mandates the presence of a BIC code on an IBAN account number through a constraint. However, as of two days ago there is a resolution from the EU that drops this requirement (see section 8 of [1]). Therefore, the changes implemented for lp:805996 should be reversed.

For some payment systems, like HSBCNet, the BIC code is still required when using an IBAN. I'm not sure for Eurozone payments, but the BIC is definitely required for Priority Payments.

for the banking-addons, as the HSBC functionality is in a separate module, maybe setting it to required in this module is an option?

I also agreed with james that "the BIC code is still required when using an IBAN" and I have carefully read the http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//TEXT+TA+P7-TA-2012-0037+0+DOC+XML+V0//EN&language=EN#BKMD-9 's section 8 and which says that "BIC is required only in a very small, residual number of cases. It seems unjustified and excessively burdensome to oblige all payers and payees throughout the Union always to provide BIC in addition to IBAN for the small number of cases where this is currently necessary."

So we can not consider this issue as a generic way, and yes offcourse you can dropped for account_banking module.

isn't it equally unjustified and excessively burdensome to oblige users of OpenERP throughout the European Union always
to provide BIC in addition to IBAN for the small number of cases where this is currently necessary?

If BIC is only required for a small minority of users, can't you just make it a configurable setting?

BIC requirement must be configurable (I think till next year)
currently many banking programs (fat clients) still require BIC here in Austria, hence import of payment orders will fail if BIC is not supplied
