Comment 21 for bug 1507501

Hi Everyone,

Can you please let me know why we need major and minor sequence in heat template as i know sequence numbers are basically the order of policy which defines the position where policy needs to be inserted. So can you please tell me what are the significance and concept of major and minor value.
