This bug is for the initial implementation. It was merged and thus this bug is now considered fixed. However, you are right that there is an issue with the implementation. Someone else filed a bug #873866 about this. Please consider clicking the "This affects me too" button at the top of the bug report.

I am also guessing that your issues with two finger scrolling may be found in bug #874660.
