Re-opening this for queens as Sean mentioned [1], the bug was not fully fixed at the time of the original fix.

Setting the importance to Low as this has been latent in queens for a long time.

And this is a nova bug as it only appears in integrated placement -- the bug is in data migration related code that was removed entirely after the queens release.
