when adding Y program in X agency:
+ check that address of program Y ~= program Z
+ if yes, check bus routes of program Y ~= program Z
+ if yes, return "incomplete program listing" with suggested bus route
i.e. say something like:
"you have A + B + C bus routes listed for the Z program.
do these also apply for your location, program Y ? "
