You should know "take the #10 bus" to reach this agency.

In legacy code, agency added this info themselves.

We should use something like mbta.com or mapquest.com to calculate this
for agencies and programs to relieve ourselves of burden of keeping up
to date on transit routes

What steps will reproduce the problem?
1. call random mvhub contacts in Lawrence
2. see if many of them know what bus rout they're on
3. try to find out what mvtra line an address is located near

What is the proposed solution?

occasionally one contact what bus route they're on. that's hard to keep
track of across multiple programs for each agency.

**getting bus routes more complete**
when adding Y program in X agency:
 + check that address of program Y ~= program Z
 + if yes, check bus routes of program Y ~= program Z
 + if yes, return "incomplete program listing" with suggested bus route

 i.e. say something like:
 "you have A + B + C bus routes listed for the Z program.
 do these also apply for your location, program Y ? "
