Effectively turn this off by increasing the
MIN_LIBVIRT_LIVESNAPSHOT_VERSION to something that doesn't yet
exist. This can get us back to a working state, then we can decide
if live snapshotting is something that can be made to actually work
under load.

The libvirt 1.3.0 has not released yet and doesn't exist.
And it was done on purpose to disable the "live snapshotting" feature, as I got it.
So the request to upgrade libvirt to ver 1.3.0 was probably a misunderstanding.
Actually the very last released version of libvirt is 1.2.9.
