Mixxx does not except m3u playlists with non ASCII characters encoded in Windows-1252
This is the default m3u encoding, according to http://en.wikipedia.org/wiki/M3U.

Since some applications provide m3u playlists in UTF-8, mixxx schould support them too.
Mixx should also support m3u8 playlists, m3u playlist wit UTF-8 encoding.
