Comment 3 for bug 1436431

On the "startup" tab of the preferences dialog you can choose to "Show last tabs without loading" which I believe does what you're suggesting.

Old versions in Debian is a known problem that we'd love to get fixed, but I don't know if there's been progress made on that front recently.
