The list admin overview is a public page and has to be because the
admin cannot authenticate until she/he goes to the page for her/his
specific list. Thus, hidden lists cannot be shown (at least initially)
on this page.

One way to implement what you are asking would be to add an input field
and a submit button to the existing overview page along the lines of
"To see all lists on this server including those that might be hidden
or in other domains, enter the Mailman site admin password and click
'authenticate'".

Another way would be to have a specific (different) URL for the site
admin overview and have an authentication page for it.

Either way, we run into the issue of whether the site allows site admin
cookies because without that, we can't even set a cookie when the site
admin authenticates without a list context which means the admin would
have to re-authenticate to visit a list's admin page.

Given that this is all changing in Mailman 3 anyway, I don't think it's
worth the effort to implement something which I see is of very limited
usefulness.
