CL is not as practical as web interface. Well, it is for some people. It cas
even be faster. But it does not replace a web interface (access to CL from any
distant machine, need to know the commands, etc.).
There is a web interface to create a list, but not one to display them all
(including hidden ones).

But then why hide the lists to the admin ? Why not display them all ? (Or
optionally display them all ?)
On my opinion and experience, hiding is useful to hide lists to the public.
But I don't see the point of hiding those lists on a site admin page.
