Clearly only the site admin should be able to see this page. List admins should not be able to see information about hidden lists that don't belong to them.

The site admin already has access to all this information via command line tools, thus co-opting the http(s)://domain.tld/mailman/ url for a page of such limited usefulness doesn't seem worthwhile.

Are you aware that there is currently an admin overview with links to all the non-hidden lists' admin pages at http(s)://domain.tld/mailman/admin. If a list admin wants her/his lists on a public page, she/he can just not hide them and they will be there.
