Rename $CFG->siteclosed to $CFG->siteclosedforupgrade

Bug 1526101: This should help make it clearer what's going
on in init.php and the related auth code, by making the
distinction between $CFG->siteclosed and $CFG->siteclosedbyadmin
clearer.
