Update: The original issue is *not* gone. It seems to only kick in if the suspend mode has been active "long enough":
When I tried "suspend+resume immediately" (just for testing) yesterday, I got the login prompt on resume, keyboard/mouse worked - everything fine.
When I suspended today (for real, not for testing) - and resumed the notebook like hours later: The issue is back.
The following command is spawned when resuming: /usr/libexec/xfce4-screensaver-dialog --monitor=0 --height=1080 --width=1920 --enable-switch
It feels like whatever dialog window it is trying to spawn, it's somewhere not visible but capturing keyboard/mouse input.
When I switch to CLI terminal (Ctrl+Shift+F1) and kill that process, then switch back to the GUI (Alt+F7), voila: I'm back in.
