[2] To reproduce first set distro defaults with Reset Compiz in mintdesktop vs. mate-tweak, then uncheck Place Windows in ccsm, finally restart the system to assure a mostly consistent behaviour => This results in having the `window title bar w/ buttons´ not accessible (or reverse if checked).
Workaround for Linux Mint 17.3 MATE/Xfce is to check/enable Place Windows in ccsm when using top panel . [1]
Issue also effects `Ubuntu MATE 16.04 alpha2 (tested on 64-bit)´ though to reproduce uncheck/disable Place Windows. [2]
Xenial alpha2 packages: 2+16.04. 20151211- 0ubuntu1 all
ii compiz 1:0.9.12.
ii mate-desktop 1.12.1-1 amd64
Examples of affected apps (Mint/Ubuntu): properties, mate-terminal, pluma, …
caja, gnome-calculator, mate-display-
Examples of not affected apps: center, vlc, …
banshee, mate-control-
