Using Linux Mint 17 with all updates applied. Cinnamon 2.2.16.

1. Pidgin icon doesn't appear when Pidgin is started.

2. It appears on restarting Cinnamon from Alt-F2 - R Enter or if I toggle the size options in Panel settings ("Allow Cinnamon to scale panel text" or "Use customized panel size" - whichever causes the pnael to redraw.

3. I have set the icon to blink on new message. Very often, the icon disappears in this situation.

4. Deluge icon is set to blink when a torrent completes. It too disappears.
