On a Dell XPS this occurs from time to time and doesn't seem to be related to any suspend activities.
*) During use the keyboard switches off and dmesg shows the mentioned error.
*) Touchpad and mice still work.
*) This also applies to external keyboards. Detaching and attaching them again does not change anything.
*) In the XFCE keyboard configuration dialogue everything is grayed out and no other keyboard models appear in the lists anymore
*) Suspending and resuming does not change anything.
*) In most cases it helps to switch to a console and back. (Strg+Alt+F1 still works.)
*) In other cases one has to reboot.
*) In all cases the keyboard still works on the console
