Same problem on a IBM/Lenovo T60, no extra graphics packages installed, Ubuntu 7.04 w/ latest updates. Vanilla kernel from kernel.org. See attached dmesg output.
Many times, smacking the ctrl/alt/shift keys several times after they get "stuck" will release the key repeat, but sometimes I have to reboot to clear.
