I am experiencing what sounds like the same symptom, on xubuntu 14.04 - screen blanks after inactivity, even after configuring it to never blank. And it doesn't unblank on activity - it only unblanks when I blindly type my password (apparently the session is locked but the password prompt is not visible).
I was *not* configuring blanking with light-locker-settings (never heard of it before searching for this bug), instead I was using the Xfce power manager (settings -> Power Manager).
I ran the commands you suggested to the orig. reporter, which show that like him, light-locker was running and using the system default config:
pw-xbook ~:$ grep Exec ~/.config/autostart/light-locker.desktop
grep: /home/pw/.config/autostart/light-locker.desktop: No such file or directory
pw-xbook ~:$ grep Exec ~/.config/autostart/screensaver-settings.desktop
