I agree with George's point of view.
Sometimes it seems handy to take a look on the previous versions of some package translations, copy the previous translation string and paste it to the new to-be-translated string making minor adjustments or additions to it.
For example, in ubuntu-help package there are a lot of messages that have only the change of the "menu bar" string over the "top panel" string going from the Oneiric to the Precise version of the package.
In that case, it is very handy to copy/paste the old translation text as a new translation suggestion.
Also, some may have stored in a .txt file various commonly used phrases for a particular package and copy/paste them to the translation text box.
At those cases, the "Someone should review this translation" checkbox isn't checked automatically when in "Translator mode".
As a fix, i would suggest that when switching to "Translator mode", all "Someone should review this translation" checkboxes in the translation page would be automatically checked, even if they contain no text at all.
I agree that it isn't a very important bug, but fixing this feature would be a convenience to those working on the Ubuntu translations.
