No way to customise receipt (or not) of team membership expiry/join emails

Bug Description

A team I'm in is an owner (but not a member) of one team (~a) and an administrator of another (~b). I receive email notification of expirations from ~b, but not from ~a.
Similarly new member notifications are only sent to administrators, not to owners.

Some owners want to hand-off administration to administrators, others want to be nosy even if they are not in the team themselves.

This is deliberate and won't change - delegated teams don't want the spam.

However, I can imagine some folk wanting it, and it would be nice to allow folk to (easily) subscribe to such things. So I'm going to recast this bug about customising the notifications.
