Team owners not mailed about membership changes

Bug Description

~developer-membership-board owns ~ubuntu-core-dev, but doesn't receive e-mail notification of membership changes in the team. The DMB isn't a member of core-dev, only an owner, as we don't want to give DMB members elevated privileges. OTOH, the DMB is currently a member and admin of ~motu (rather than the owner), as all DMB members are are MOTUs or core-devs, and we do receive e-mail notification there.
