SchoolTool imported bugs have invalid reporters

Bug Description
The SchoolTool import subscribed automatically the initial reporter. Some of these reporters are non-confirmed users, but they are still subscribed to the bug. This cause pages that sends notification to fail with an AttributeError: 'NoneType' object has no attribute 'email' like OOPS-412A11, OOPS-412B15.
(For example, on bug #80195, the user tom-hoffman-mac is subscribed but doesn't have an email address.

I didn't set the SchoolTool bug import to verify the email addresses when importing people (the circumstances differed to the Ubuntu Bugzilla import where we could assume that all users had given permission for Canonical to email them).
Since this may occur in future imports, perhaps malone should handle this case.
