I think we want a site banner, maybe like the privacy banner proposed by huwshimi that is always visible when the user scrolls, but the user can dismiss it.
The data base is updated on Saturdays every 1 or 6 weeks. You can see that Lp does not have a predicable db restore interval in this graph:

Our message should also note that staging does not ever send out emails.
