Bug Description
Once bug 435779 is fix released we will link directly to staging from the production home page.
Currently, we have a help pop-up that goes into tortuous and, possibly now, outdated detail about staging.
We should kill this pop-up and replace it with a message on the staging home page shown to either everyone or maybe just people who clicked through from production.
My suggested text for that pop-up is:
"This is Launchpad's staging environment. It gets a fresh copy of the real Launchpad database every 24 hours.
You can try Launchpad here without worrying about making mistakes or affecting other people's data."

I think we want a site banner, maybe like the privacy banner proposed by huwshimi that is always visible when the user scrolls, but the user can dismiss it.
The data base is updated on Saturdays every 1 or 6 weeks. You can see that Lp does not have a predicable db restore interval in this graph: /lpstats. canonical. com/graphs/ StagingRestoreD urations/ 20100129/ 20110129/

Our message should also note that staging does not ever send out emails.
