gconf had already been translated in to finnish, so I imported the po in to rosetta. This seemed to work, and using the display option "Show untranslated messages" I finished the translation.

However, the progress bar at https://launchpad.ubuntu.com/rosetta/products/gconf-editor/gconf-editor-2.10 still shows like there would be a whole load of translations missing. It seems it doesn't take in to account the ones that were imported from a po file.
