Ok, so Jeroen and Henning inform me that this is due to Getting Things Gnome! being part of GNOME Project, which has different translation policies. All of GNOME Project is in general translated upstream (i.e. see https://live.gnome.org/TranslationProject and http://l10n.gnome.org) by GNOME Translation Project, and we offer only restricted access to some GNOME packages to teams which understand how much manual syncing and coordination they'll have to do.

You can see that GNOME (https:/ /translations. launchpad. net/gnome) has "Restricted" permissions, so they take precedence over "Open" for Getting Things Gnome!
