It isn't clear that project group translation permissions can take over subproject permissions

Bug Description

If a project is part of a project group (eg. "gtg" is part of "gnome") and tries to set translation permissions to a bit more relaxed permissions than the project group, nothing indicates that this has no effect.

UI should make it clear that this is what's going to happen, or we should change behavior so we allow each individual project setting to override project group setting.

GTG joined launchpad in November 2008 and is part of the GNOME project in LP. Maybe that can affect stuffs.

This seems to be a relatively new bug. I can't reproduce it locally (at least haven't been able to do that so far), but I can reproduce it on both edge and staging.

Same thing happens to me, with Finnish language. I'm trying to access from here:

https://translations.edge.launchpad.net/gtg/trunk/+pots/gtg/fi/+translate

And only get listing, but I'm not able to add new translations.

FYI: An additional note: I could add strings to for example Swedish:

https://translations.edge.launchpad.net/gtg/trunk/+pots/gtg/sv/+translate

I only have Finnish as my language. Hopefully this helps the LP debuggers.

Also, I want translators to be able to upload .po files. It doesn't seem to be possible even though we are in "Open" setting.

Something is obviously very broken. I'll look into it this week.

Ok, so Jeroen and Henning inform me that this is due to Getting Things Gnome! being part of GNOME Project, which has different translation policies. All of GNOME Project is in general translated upstream (i.e. see https://live.gnome.org/TranslationProject and http://l10n.gnome.org) by GNOME Translation Project, and we offer only restricted access to some GNOME packages to teams which understand how much manual syncing and coordination they'll have to do.

You can see that GNOME (https://translations.launchpad.net/gnome) has "Restricted" permissions, so they take precedence over "Open" for Getting Things Gnome!

This bug should the be changed into : when a software is part of a project, it should be clear that it inherits translation permissions from that project. Because in my settings, translations were « open » and I could change it all the time without guessing it was just an useless button.

There's both a huge usability problem and a logical bug : since when saying that a soft is part of a project should impact permissions I set manually ? I don't see the logic behind that as it's generally a per-soft choice. Also, it was never clear that making GTG part of GNOME would have any impact other than having an icon on the frontpage.
