So in this case the PPA is owned by ~canonical-kernel-esm whereas the snap is owned by ~canonical-kernel-snaps and it looks like that is why you are running into an error. I do not know if the former is a member of the latter since I do not have the permissions to view the details of the former.

I think Launchpad should return a proper error message in this case instead of logging an OOPS.
