Upstream bugs are editable only by the upstream maintainer and the assignee (if there is one.)

FWIW, my patch for supporting duplicate bug reports (the first cut of which is very simple/minimal, but functional) is only awaiting passing through the code review process. When this lands, it will provide you a better semantic for doing what you want to do here.
