Comment 2 for bug 179764

Introducing a private message system is bug 173062. (This bug is not a duplicate of that one, though. People could be made contactable in other ways, such as requiring them to have at least one public e-mail address. Conversely, a private message system could be introduced with people having the ability to turn it off, leaving this bug unfixed.)
