Matthew, I think the second page you mention is the ~team/+editproposedmembers, which is intentionally simpler and allow team admins to approve/decline/hold all proposed members at once.

Also, from the list of members on a team's page it's possible to get to the page whose URL is sent by email if you follow the edit link in the same table row of the proposed member you want to change.
