My guess is one of two things, although it is hard for me to tell directly.

The config file qemu.conf was not installed in your compute nodes during the upgrade, or has the wrong permissions.

The volumes used to stora nova volumes has incorrect permissions. I don't quite know why you would have run into this problem between a Newton and Ocata upgrade other than the fact that this may have been when we introduced persistent UIDs. Not sure what the solution is - perhaps others have seen this problem and can comment.
