ocata doesn't spin up new VM even having enough resources

Bug Description

Hi,
I upgraded OpenStack Kolla Newton to Ocata recently. Everything works fine except creating new VMs with small.m1 flavors or larger than this. However, I can instantiate one more cirros VM with tiny.m1 flavor. This means its most likely the problem of space. I checked the logs of neutron,nova and glance. Only nova-conductor logs show error. But that is too generic "No valid host was found". I've investigated that if i somehow increase value of "disk_available_least" in hypervisor then i will create new VMs. Here you can see the relevant details:

this is not enough info to debug this issue.

you should check the nova compute log for a trace back that is the actull error

that's the problem only error are in the nova_scheduler. Not in the logs of nova_compute, conductor, libvirt, placement_api and in all the services of neutron.

My guess is one of two things, although it is hard for me to tell directly.

The config file qemu.conf was not installed in your compute nodes during the upgrade, or has the wrong permissions.

The volumes used to stora nova volumes has incorrect permissions. I don't quite know why you would have run into this problem between a Newton and Ocata upgrade other than the fact that this may have been when we introduced persistent UIDs. Not sure what the solution is - perhaps others have seen this problem and can comment.

i guess you hit the centos7 libvirt issue and need https://review.openstack.org/#/c/508211/ this patch, which is unreleased.

If its a problem of libvirt then no VM should be created But I can create small image upto 4GB diskspace. This means it has some link with "disk_available_least" in below table
