I don't think this is a bug. This is how Kolla-ansible operates. You can download images from Docker Hub, other public Docker Registry or build those yourself. Then you can either re-tag images or simply provide expected images tag as configuration option.
'7.0.0' seems like a better option than 'master/rocky' for production environment.
