openstack_release image is not exists, we should use master tag

Needs more information. Do you mean that setting openstack_release to the default of 'auto' does not work? I hit that issue recently, and was told it is expected, and need to set it to master/rocky etc.

yes, when set auto, kolla will pull images which is 7.0.0, but the images is not exists in docker hub

I don't think this is a bug. This is how Kolla-ansible operates. You can download images from Docker Hub, other public Docker Registry or build those yourself. Then you can either re-tag images or simply provide expected images tag as configuration option.

'7.0.0' seems like a better option than 'master/rocky' for production environment.
