Confirming on Dell XPS 15 9560; Nvidia is not power-down when prime selecting Intel: I am now on 13W with TLP enabled... 17.10 would give me about half of that.

In addition, I cant suspend properly. Half of the times it will freeze an I need to force power down...

Together with https://bugs.launchpad.net/ubuntu/+source/nvidia-graphics-drivers-390/+bug/1752053 ir seems that 18.04 indeed broke all Nvidia dual laptops.
