I dont know why this latest is 15.* and you are using 21.* versions.
If you search for "ig9icd64" on web some pages with the subject "crash" and "don't work".
I only remember to read here on KiCad issues GPU specific related with Intel GPUs :/ No other specific issues on other GPUs vendors.
If I had a computer with that GPU I could debug it, but it looks really some issue that only happen on Intel GPUs :/
KiCad 3D-Viewer is using old spec features for GPU, using a general OpenGL library without any specific vendor options. So it should work on any GPU with maybe 10's years old.
I will ask on the development list looking for someone that have that GPU to try to reproduce it.
