    pin sqlalchemy to the 0.7.x series

    sqlalchemy 0.8beta is now out and has internal changes
    which mean it's not an in place seemless upgrade. This pins
    sqlalchemy to the 0.7.x series to avoid those breaks.

    Fixes bug #1073569
